About Okhlopkov

Alexey Okhlopkov is the Chief Executive Officer of RusAgro Oil, the oils and fats division of Rusagro Group — one of Russia's largest vertically integrated agri-food producers, spanning oilseed crushing, refining, bottling and consumer brands across the sunflower oil, mayonnaise, margarine and fats value chain.

Rusagro is consistently a top-three sunflower oil exporter globally, with export flows into India, Turkey, China, North Africa and the Middle East. Okhlopkov oversees crushing capacity, brand P&L, export sales programmes and the group's response to the shifting policy environment around Black Sea vegetable oil exports.

At GLOBOIL India 2026, Okhlopkov will join the CEO plenary to address Russian sunflower oil export capacity through the 2026-27 season, the impact of Black Sea logistics disruption, and Rusagro's read on Asian import demand and the palm-versus-sunflower substitution dynamic that has shaped India's July restocking programme.
