Alexey Okhlopkov

Alexey Okhlopkov is the Chief Executive Officer of RusAgro Oil, the oils and fats division of Rusagro Group — one of the largest and most advanced agro-industrial holdings in the Russian Federation. Rusagro operates a diversified business across four segments — Sugar, Oils & Fats, Meat and Agriculture — under a single 'from Field to Shelf' concept that spans the full production cycle from growing raw materials to bringing finished products to market.

The Group's production footprint includes 9 sugar plants, 6 oil extraction plants, 6 oils-and-fats production plants, 46 pig farms and 4 meat processing plants across 15 regions of the Russian Federation, backed by a land holding of 826,000 hectares that provides a stable raw-material base. Rusagro is consistently a top-three sunflower oil exporter globally, with export flows into India, Turkey, China, North Africa and the Middle East. 2025 marked the Company's 30th anniversary.

Okhlopkov oversees crushing capacity, brand P&L, export sales programmes and the group's response to the shifting policy environment around Black Sea vegetable oil exports. At GLOBOIL India 2026, he will join the CEO plenary to address Russian sunflower oil export capacity through the 2026-27 season, the impact of Black Sea logistics disruption, and Rusagro's read on Asian import demand and the palm-versus-sunflower substitution dynamic that has shaped India's July restocking programme.
